Christmas has been and gone, January has seen the family home invaded by kids on holiday. The householder doesn't generally place window cleaning very high on the priority ladder at this time.
School holidays are the time for school window cleaning and the window cleaner is probably noticing that the peaceful environment of the school has changed in the final week of the holidays. Uniform shop, teachers reasserting their territorial rights on their room, builders completing jobs, gardeners doing the same all combine to make this time very stressful. The problem is that everything needs to look great on that first day and a lot of people are working toward that end and getting in each others' way.
When the kids return to school the householder begins to see that it is time once again to do the windows now that the regular rhythm of the year has returned.
